The following constitutes the reasons for this bill and the purposes which are sought to be accomplished thereby:
This resolution proposes amending the Nebraska Constitution to provide that any future acts of the Legislature creating new locally administered programs or imposing increased service levels on political subdivisions of the state must also provide for the state reimbursement of such mandates. Permissible forms of state reimbursement would include specific appropriations and increases in a distribution of state revenue.
The vote in favor was 23-20, but lacked the votes necessary to advance.
